Efforts grow to keep tabs on sex offenders

HOUSTON – Hundreds of cities and 15 states have laws that restrict where sex offenders can live. Now, private businesses are getting into the act of protecting residents from this group, too.
A Texas developer, for instance, is building "sex offender free subdivisions" here and in Kansas, and a new national website, started by a Texan, lists homes for sale that have no registered sex offenders living within a half-mile radius.

It's all part of a wide-ranging effort to address Americans' concerns about sex offenders living next door.

Just Thursday, President Bush signed into law what child advocates are calling the most sweeping sex-offender legislation in 25 years: the Adam Walsh Child Protection and Safety Act, named for the murdered son of "America's Most Wanted" host, John Walsh.

By creating a national database that links the already federally mandated state registries, the new law - among other things - will make it harder for sex offenders to take advantage of varying state laws to avoid detection. It creates a new federal felony charge, punishable by 10 years in prison for failing to update their contact information, and categorizes them by tiers so that resources can be targeted at the most dangerous offenders, says Ernie Allen, president of the National Center for Missing & Exploited Children, which pushed the measure.

More than 563,000 people in the US have been convicted of sexual offenses - and 100,000 are noncompliant, meaning they have failed to keep up with registry laws, says Mr. Allen. "That is just not acceptable," he adds. "Those who won't even comply with the simple minimum requirements of identifying where they are and what they're doing pose the greatest risks. This legislation is aimed at training the nation's resources on that group."

However, his organization is not "wildly enthusiastic" about laws that restrict where sex offenders can live.

One such ordinance was passed earlier this month in Humble, Texas, north of Houston, and punishes sex offenders for living within 1,000 feet of a school or day-care facility by fining them $2,000 a day until they move.

South of Houston, so many municipalities have passed similar ordinances that surrounding communities worry that if they don't follow suit, they will become dumping grounds for sex offenders.

"The key is to know where they are and what they're doing, not to limit where they can live. Because, by doing so, you may be inadvertently pushing them into a situation where we no longer know where they are," says Allen.

Others say databases that track convicted sex offenders and ordinances that restrict where they can live miss the point. "My concern is the misdirection by public officials and parents toward strangers and away from the real threat: the family and friends they know," says John LaFond, author of "Protecting Society from Sexually Dangerous Offenders: Law, Justice, and Therapy."

Studies show that almost 80 percent of sexual-crime victims know their perpetrators, says Mr. LaFond. "These new monitoring laws are symbolic gestures by politicians to show that they are doing something. But in the long run, they do a disservice to the community."

Buying a home that is somehow "free" from sex offenders - whether in a subdivision or a neighborhood that has been screened - is a marketing ploy that feeds on uninformed fears, he adds.

But that has not stopped Texas-based I&S Investment Group from selling out all 150 lots in its "sex offender free subdivision" in Lubbock, Texas.

It is also breaking ground on a similar subdivision outside Kansas City, Kan., in August, with plans for more elsewhere.

The subdivisions' rules will ban sex offenders from moving in, and if residents become sex offenders while inside, they will be fined $1,500 a day until they move.

Taylor Goodman of Dallas in June launched BlockWatcher.com, a website listing homes for sale across the country that have no sex offender living within a half-mile radius. "It's a pretty hard accomplishment," says Mr. Goodman, adding that only about 20 percent of all homes for sale qualify. "This issue knows no bounds. There was an $18 million home for sale in San Francisco that did not qualify."

He also says about 90 percent of the realtors he talks to are not happy about the new website. Studies show that property values can decline if a sex offender moves into the neighborhood.

This spring two Columbia University economists studied data in communities around Charlotte, N.C., and found that a home's value fell 4 percent when a registered sex offender moved in within a 1/10-mile radius. That added up to a loss of $4,500 to $5,000 per home and $59.5 million for the entire county, says Leigh Linden, who worked on the study.

The two concluded that people may go to great lengths to avoid living near a sex offender. "This is definitely more than politicians trying to outdo each other by being tough on crime," says Dr. Linden. "People really care about these things."

We Still Need Your Help!

Dear One Strike Law Supporters,
 
        We are now entering into a different stage of our continuing fight for a One Strike Law here in Washington State and that is raising money and finding continuous financial backers for another WA State OSL Initiative Campaign.
 
        To run an actual campaign on around $10,000 (which is what we did) is a huge deal, not to mention REAL CHEAP!  The average Initiative campaign costs well over $500,000 and that is just for the signatures.  That does not include postage, materials, printing, advertising…  The list could go on.
 
        What we accomplished is something to be admired and proud of.  Thank you all for the countless acts and hours of Good Samaritan work with Dylan’s Law.  Our fight is not over and we hope that you will continue to support and help Citizens For A One Strike Law.
 
        We are looking for volunteers who are interested in participating in all or any aspect of events & fundraising for a WA OSL Campaign.

The Predator Industrial Complex Wins Again!

Dear Dylan's Law Supporters,

As you have probably already heard from the extensive media coverage we have gotten around the state we collected 203,000 signatures as of the deadline on Friday!

Because of your dedication we made such a major impact that we received out first email from a scared sex predator or at least a pro-perp letting me know his displeasure with our efforts.

I want to thank each and every one of you for your many man hours of collecting signatures, donating money, and your continued support. Some of you are very upset right now and your heart is broken, but please understand that sometimes BIG issues like this one take time to work out and for this issue we have to keeping working it out.

What do we do from here? We keep fighting. I'll tell you the same thing that I told some Spokane supporters on Friday night at a group gathering: We as a culture have allowed evil to take dominion over us instead of us taking dominion over evil.

We can not understand evil like some of our pro-predators would like us to do. We can not rehabilitate evil like those who make a living in the predator industrial complex want to convince us to believe is possible--NO! We must take dominion over this evil! Evil by its very nature can not be rehabilitated and it must be controlled otherwise it runs wild and controls us. That is exactly why we are now facing an epidemic of sexual terrorism. This means we must continue this battle until we have pushed evil back into the pit is so rightfully belongs!

We came close--very close. Eastern Washington media and its Citizens stepped up to the plate and supported this organization and the fruit was that 85% of the signatures came from Eastern Washington. Western Washington media barely cared we existed which was their choice. The result of their insensitivity to this important news story is that Western Wa. Citizens hadn't heard of us thus they didn't sign the petition. The voters of this state had a right to know about this too!

What happened to the Groene family is unprecedented in American history. The FBI went so far as to say that what that animal did opened a new chapter in their text books because they had never seen a sexual predator kill an entire family just to go after the children. This information everyone needs to know, yet Western Washington media continues to ignore this obvious fact. What happened to the Groene family will happen to other families--guaranteed! Will you be the next victim?

Why do I believe this? Because this evil has been let loose and its natural inclination is to do evil against the innocent.

It is our responsibility to rid this country of this plague and NOT WAVER for one second. One state at a time! I am standing my ground against this war on innocent people, and I am standing my ground against ALL compromise in this issue.

I do not and never will believe that giving a second chance to violent sexual predators will curb the unsatisfied desire they posses to commit sexual terrorism on innocent human life thus second chances will not cut down on violent sexual crimes!

We are a no compromise team and we remain stedfast to fight against the predator industrial complex profiting off the lives of the innocent. Please do not give up on us or this issue.

We need your continued support.

The Groenes have asked for us to expand our efforts in the state of Idaho so we will do that. We need you to help us with this effort. We are looking for people with all kinds of skills to lend a hand. I will be sending out an email later explaining our plan in this state.

Again, I thank you from the bottom of my heart and encourage you to stick it out. Good things come to those who wait and persevere.
